Voter eligibility requirements are listed below

Please read this section thoroughly, you may be required to fill out a form prior to the election in order to vote.

  1. The voter may allocate their votes in the manner of their choosing to one nominee or to any number of nominees, and may vote for no more than four of the four-year term nominees, for a total of no more than four nominees receiving votes on one ballot.

  2. If your property has changed ownership in the last year, please bring evidence of the change of ownership with you on election day.

  3. If you do not present or provide the appropriate form (shown in Attachment A, B, or C) you will not be allowed to vote in the election. While forms will be available for completion at the Polling Place, we urge you to complete these forms (Attachment A or B) in advance. If you need to use Attachment C to vote, you must complete this form prior to your arrival.

Please review the manner in which you hold title to property located within Rock Creek Reclamation District. Determine whether you need to complete the forms attached hereto as Attachments A or B. You may also wish to have somebody else vote on your behalf through the Proxy Form attached as Attachment C.



The deadline to submit a nomination petition for the 2023 election is Sept. 14,2023 .

Nomination Petition Information:

Rock Creek Reclamation District will make nomination petition forms for the 2023 General District Elections scheduled for November 7, 2023 available at 5130 Anita Rd., Chico and District Counsel’s Office located at 1681 Bird Street, P.O. Box 1679, Oroville , CA 95965 as of August 24th. Please scroll to the end of the page to print a copy of the nomination petition forms. Please see below under “chairs for re-election” for more information on terms.

Thursday, August 24,2023 – Nominating Petitions to be Made Available. First day Nomination Petition forms shall be made available at the District office. The Petition must designate the nominee for office and be signed by five holders of title to land located within voters who reside within District boundaries. The circulator of the Petition must sign the Petition before a Notary Public and return it to the District office no later than September 14, 2023.

Once Before September 7, 2023 – Publish Notice Calling for Nominating Petitions. Publication of Notice that Nomination Petitions may be received must be published in a newspaper of general circulation once no later than September 7, 2023.

Thursday, September 14, 2023 – Deadline to File Nominating Petitions: The Completed Nomination Petition, including the Affidavit of Nominee, must be filed at the District Office (5130 Anita Rd., Chico) no later than 5:00 p.m. on this date. You may also email them to the board secretary at RockCreekReclamation@gmail.com before 5PM on this date.

Nomination Petition Forms


Form 700

Instructions for filing a form 700 in Butte County are below.

NetFile, an E-Filing software, allows individuals to file Form 700s electronically.  To access the NetFile Electronic Filing System account, filers follow these instructions:

1.       Go to NetFile.com/filer, and click “New User? Request a Password” under the “Form 700 (SEI) Filers” section.

2.       Type in your E-Mail address and click “Submit”, and follow the prompts to create a password.

3.       Once you have created a password, log into NetFile and you are ready to draft and file your Form 700 electronically.

 If individuals prefer to file a paper Form 700, they may obtain a hard copy of the Form 700 from the California Fair Political Practices Commission’s (FPPC) website (http://www.fppc.ca.gov/). 

Upon completion, return your Form 700 either in person or via mail at the following address:

 Please note that Form 700s cannot be accepted by fax or Email as Form 700s that are not filed electronically must include an original signature.
